Initiating Phase

Kick off an intervention by defining scope, stakeholders, and initial indicators.

  • Clarify goals, outcomes, and key stakeholders.
  • Draft initial indicator list and data sources.

Steps

  1. In this phase you can add three file types which are:
    • logical framework
    • need assessment
    • theory of change
  2. By selecting a project the add button would be active then you can add the files.

Access and permissions

  • Requires the ability to create/update LogicalFrameworks (policy-driven in app).
  • Approve action appears only if you’re the assignee and the item isn’t approved yet.
  • Comments are visible if you are the assignee or belong to departments with code ME/REV or name M&E/Reviewer.

UI overview

  • Header: “M&E / Projects Management” → “Initiating Phase”
  • Project selector: “Choose Project” (required to enable upload)
  • Action button: “Logical Framework” (disabled until a project is chosen or when an item already exists)
  • Table columns: Type, File (Download), Assigned to, Status (Approved/Pending), Comments (View), Actions

Typical flow

  1. Choose Project from the dropdown.
  2. Click “Logical Framework” to open the upload modal.
  3. Fill fields:
    • File (accepts .pdf, .doc, .docx, .xls, .xlsx)
    • Assign To (program manager)
  4. Upload. The item appears in the table with Status Pending.
  5. Use Actions → Edit/Delete. If you’re the assignee and it’s not approved, you’ll see Approve.
  6. Click “View Comments” to open the threaded comments panel. Post if you have access.

Status badges

  • Approved → green badge
  • Pending → yellow badge

Notes

  • Buttons and modals are Livewire-driven; uploads show “Uploading…” while in progress.
  • Delete uses a confirmation modal.
  • Keep indicators measurable and aligned to objectives.
  • Start simple; refine in the Planning Phase.
